With approach of the third millennium mankind has appeared before the most complicated and inevitable choice of the further way of development. In the beginning of the twentieth century the founder of the concept of Noosphere great Russian academician Vladimir Vernadsky wrote: «We are gaining the experience not of the crisis exciting weak souls but the greatest shift of a scientific paradigm of mankind which happened only one time at millennium…» He often spoke that the way of development of mankind would be such at which necessary needs of the person would be satisfied without damage to the future generations and biosphere as a whole. Needs would be necessary and sufficient but not excessive and the results of the man activity in the manufacture of products and services would not block recreational of biosphere capability. The Vernadsky’s concept of Noosphere is completely corresponds to the modern principles of sustainable development claimed at the international conference in Rio de Janeiro in 1992.
The level of use of water resources and the degree of hydrosphere degradation are one of the basic problem of a modern society. Now in Russia and in the majority of the countries the problem of rational use and reuse of water resources and prevention of environmental pollution is conventional. Consequently the problem of sustainable development of a modern civilization can be solved by absolutely new approach to the organization and functioning of industrial productions and economic system in whole. This approach underlie Transnational Ecological Project.
In natural ecological systems production and decomposition are at the equilibrium state. Waste products of one organism serve as an inhabitancy of other by means of carried out practically closed life cycle in the nature. In natural ecological systems approximately 90% of energy are spent for decomposition and recycling of substances in biogeochemical circulation. In social and economic systems approximately 90% of material resources are transformed into waste and the basic quantity of energy is used for production and consumption. Consequently the general mission of Transnational Ecological Project is search of the ways of rational using of natural resources especially water resources and prevention of total pollution of biosphere. Therefore the final destination of our Project is combination of anthropogenic and biogeochemical cycles of matter.

Socially comprehensible sustainable development concepts for all or the certain category of citizen.
Morally-ethical methods of stimulation of nature protection activity.
Risk assessment in environment and interconnection with the anthropogenic activity.
Influence assessment of the water resources pollution on the population health.
Definition of admissible ecological loads and corresponding restriction of anthropogenic hydroenvironmental effect in view of set of harmful influence of various factors, and also possible ecological, economic and social consequences.
Economic and socially comprehensible methods of reduction of the anthropogenic contribution to biogeochemical circulation.
Creation of effective mechanisms of overlapping of anthropogenic and biogeochemical cycles of matter at the different levels. (region, country, Earth).
Principles of an ecological and economic assessment of the various forms of nature management and criteria for definition of it efficiency.
The concept of non-waste or ecologically pure manufacture.
Assessment of a non-waste degree industrial productions.
Effective methods of processing of the concentrated salt solutions.
Effective methods of processing and neutralization of industrial wastes.
